On July 15, 1937, the University of Brazil was created through Law No. 452, resulting from transformations in the University of Rio de Janeiro, comprising 15 schools and faculties, including the Faculty of Pharmacy, and 16 collaborating institutes. The didactic and administrative autonomy established by Decree 8,272 on December 3, 1945, did not translate into immediate reforms. We can understand the reasons since Article 6 of this decree establishes:

“"As long as the National Faculty of Pharmacy operates in the building of the National Faculty of Medicine, the director of the latter will also hold the position of Director of the new Faculty."”

This was tantamount to saying that autonomy had limits!

In compliance with this legal requirement, on January 28, 1946, the Congregation of the Faculty of Pharmacy met for the first time, under the presidency of Professor Ugo de Castro P. Guimarães, then director of the Faculty of Medicine. The aforementioned decree, however, was silent regarding the position of vice-director. For this reason, the representative of the Faculty of Pharmacy to the University Council, Professor João Coelho do Nascimento Bittencourt, skillfully took the initiative to propose to the council the creation of the position of vice-director for the Faculty of Pharmacy. This proposal provoked great resistance, opposed even by the rector himself, Professor Azevedo Amaral. The Legislation Committee also expressed its opposition to the proposal. However, Professors... Barbosa de Oliveira and Temístocles Cavalcante request to review the process and, in a substantial opinion, suggest that, according to current law, it would be necessary not only to create the position of vice-director, but also that of director, since a university unit without its own leadership cannot be tolerated.

In light of this resolution, on April 9, 1947, the Congregation nominated three of its professors, with Professor Mário Taveira being appointed by the rector. The significance of this event can be assessed through excerpts from Professor Taveira's speech.

“… a director coming from within the ranks of the Faculty of Pharmacy professors, fulfilling the long-held aspiration of the Brazilian pharmaceutical class to have its own official, autonomous, standard Faculty where Pharmacy education would be provided.” "This has been demonstrated countless times and across generations by competent professionals. The Faculty of Pharmacy had long been under a regime of didactic and administrative subordination that greatly harmed the teaching of Pharmacy."”
